Cover-dated October 1990, Avengers West Coast #63 carries the story "When Lives the Lightning," scripted by Roy and Dann Thomas with pencils by Paul Ryan and inks by Danny Bulanadi. In it, Miguel Santos stumbles onto the abandoned equipment of the Legion of the Living Lightning in the Santa Ana Mountains and is transformed into a being of pure electrical energy, debuting as Living Lightning. The issue also advances the run's subplot of Jim Hammond, the original Human Torch, being courted for the West Coast roster, and features the standing lineup of Hawkeye, Iron Man, U.S. Agent, Wasp, Wonder Man and Dr. Pym, with a Vision cameo. Santos began as an adversary and later joined the team, becoming one of Marvel's early Latino leads and, in subsequent decades, one of its more prominent openly gay heroesattention around the issue.

Market behavior here is typical of a late Copper Age first appearance: print runs were large, direct-market copies survive in quantity, and demand concentrates almost entirely at the top of the grade scale. Raw copies circulate as inexpensive back-issue stock, and the spread between a well-read example and a solid mid-grade one is negligible in dollar terms. Certified copies are where the key status registers, with census-quality slabs commanding a multiple of raw value; that premium has historically been sensitive to casting rumors and to renewed interest in Marvel's LGBTQ and Latino character roster, which produces short, shallow spikes rather than sustained appreciation.

Buyers divide into two groups. Completists assembling the Avengers West Coast run or a Paul Ryan collection buy raw, usually in lots, and are indifferent to certification. First-appearance collectors and character specialists buy certified high grade only, and for them the calculation is whether pressing and grading a clean direct copy clears the fee. Dealers should treat mid-grade and lower copies as inventory that moves on volume and price point, while reserving individual listing effort for copies with realistic high-grade potential. Long-term upside depends on the character's exposure outside comics; absent that, the book is a stable, modestly priced key with a broad supply base.
