Cover shows strong gloss and sharp corners with no visible creases, spine stress, or color breaking. Slight edge wear is difficult to assess due to protective sleeve reflections, and the book is stored in a plastic bag which slightly obscures fine surface detail. Captain America #25 closes out the Heroes Return volume's second year as a double-sized, sixty-page installment and marks the changing of the guard on the title, with Dan Jurgens taking over scripting duties from Mark Waid. Andy Kubert pencils, inked by Dan Green, and the pair also supply the cover; Gregory Wright handles color. The story pits Steve Rogers against the Hate-Monger, the Hitler-derived agitator whose schemes carry through the arc that opens the Jurgens era, with the Falcon, Nick Fury, Dum Dum Dugan and Sharon Carter in support and Bucky appearing in flashback. Several minor supporting players debut here, including the S.H.I.E.L.D. functionary Clete Billups, later revealed as an A.I.M. plant, but none has developed into a character the market recognizes as a first appearance of consequence.

Commercially the issue behaves like the late-1990s Marvel product it is: a large direct-market print run, wide surviving availability, and no first appearance, death, or origin to anchor speculation. Demand is driven almost entirely by run collectors filling the 1998-2002 volume and by readers working through the Jurgens material, which Marvel has since collected in trade and omnibus form, further reducing pressure on the single issue. Certified copies exist in small numbers, but the census is thin because owners have had little reason to submit rather than because high grade is genuinely scarce; the certified price level reflects the cost of grading more than any underlying rarity.

Buyers are completists and Captain America readers rather than investors. Across the grade spectrum this book trades flat: low- and mid-grade copies move at back-issue-box levels with essentially no spread between them, while near-mint raw copies remain easy to source at nominal cost. A top-census slab is worth acquiring only for registry purposes or to complete a graded run, and should be bought on the understanding that the premium is a service premium. For a dealer archive, this is inventory that supports set sales and bundling rather than a standalone offering.
