Marvel relaunched The Defenders in 2001 with Kurt Busiek and Erik Larsen sharing the writing, an explicit throwback to the Steve Englehart and Sal Buscema era in which Doctor Strange, the Hulk, Namor and the Silver Surfer were bound together against their inclinations. Issue #9, cover dated November 2001, sits in the back half of that twelve-issue run and advances the return of the Headmen, the deliberately absurd Gerber-era villains whose bid for global control drives the arc that will shortly convert the team into the authoritarian Order. Larsen supplies the cover while Ron Frenz pencils and Scott Hanna inks the interior, with Nighthawk, Hellcat and the Samantha Parrington Valkyrie carrying much of the story alongside the founding four. Parrington's restoration to the Valkyrie identity happens earlier in the run, so this chapter builds on that development rather than introducing it.
